Not illegal, unethical. Not the same thing. Most people, at least in the west, are fine with breaking the law as long as it is ethical. If the law doesn't support ethics, it is bad and should not be obeyed.
In this case, the law allows something that is unethical. That a law is needed to stop it is sad, but that is the case. But that it is legal doesn't change its ethics in any way.

Companies in your country (your adopted country) doing this don't just hurt Americans or Europeans or IT pros either, they also make it harder for the rare ethical company in your country to do business. It makes western companies scared of any business there, not just those breaching ethics, because they have a hard time knowing who to trust. Once there is a culture of dishonest, unethical behaviour serious businesses start to shy away from working in the region. It hurts every member of that society. It's an affront to the citizenry.

This is one of the reasons that we are so happy when we see countries where concerns like this have traditionally been high, like China and India, making moves to adopt Linux even when Windows could be "free" for them. That is the same kind of decision that western companies have to make. We can attempt to steal Windows, we can pay for Windows, we can pay for Mac or we can use Linux or FreeBSD completely for free! There are free options for everyone, that someone would rather steal something rather than using something that someone is offering for free doesn't go over well.

That's the first time anyone ever referred to Latin America as "serious" in business. The work ethic of Latin America, besides the lowest level of worker, is horrible. It was like pulling teeth to get things done in Costa Rica when I was running Vegas Club Room. And then we start mentioning South, especially Brazil, holy f[moderated]!

Costa Rica has a reputation for work issues even in Central America, I would not use that as the standard. I've not seem similar issues in Panama, for example. Nicaragua I am still getting to know.
