How can you tell when North Korea has gone dark or is just normal?

Wow, only 1024 route able IPV4 addresses? That seems like a really small number.

You only really need routable IP addresses when you are hosting things. How much hosting does NK really do? I'm sure that they have national level NATing and just use that.

If I remember correctly only the royal family and some high level military people are allowed to have computers in NK.

That's more than I thought there would be. Only the elite of the elite are allowed to have internet access
