Kari's Law and Hotdesking
"Until Sangoma releases an update which will allow dialing 9-1-1 from Hot Desking phones that has no user. Are we responsible to disable Hot Desking?"

@scottalanmiller I would say, you should disable it if someone can't pick up any phone and call 911.
Here is my "just looked at this" take on this. A hot desk location doesn't qualify for Kari's Law *until it is signed in." Because:
"Station = Endpoint/Phone/Device that dials."
Until the user is signed in, it is not a device that dials. Now, this is a huge problem for safety in that devices might look like things that dial and don't actually. But that's always going to be a problem because anything can appear like a public phone when you look at it. Can't think of any way around that.
So hotdesking is protected in that it is not a dialing device at the time of the concern.
