Issue with Website Not Loading wp-login.php

**Problem: **
So I have had something bugging me for a couple days now. The Wordpress shell I spun up for @Minion-Queen is working overall, minus one key factor. When you go to open the http://www.builtbyart.com/wp-login.php, so that you can log into the admin dashboard, going to the URL manually or clicking the link on the site does nothing. You can click around in the site and go to all the URLs with the sample material. However, you can't load the wp-login.php page. Also, the links to Wordpress.org are not working. Again, internal links that still route via an external domain, are working. Basically, I can go to other pages on the site and see the default content.What I've tried:
Rebuilding the Wordpress install, including deleting all files, downloading Wordpress clean from their site, extracting it and the applying the config file.
Blowing away the database it was using and re-creating that in MySQL.
Checked file permissions and ran a chmod 755 on the entire folder.
Made sure the Apache Virtual Hosts setup is correct. It's routing to the homepage correctly, the DocumentRoot variable is correct, and everything looks good.Now, one thing I should add, is that when I rebuilt Wordpress, with a new database, it gave me the normal prompt for setting up the Wordpress user, the site name, etc. That all worked fine.
Also, I CAN perform functions like installing and activating themes, plugins, etc. from the CLI. Therefore, I know those functions work. I cannot figure out why it won't resolve to this page. Any help is greatly appreciated! It worked at one point, and I didn't change anything.Thanks!

Chrome on Mac OS. But you say you are loading it internally do you have all the DNS entries for it to load internally correctly? It probably does some sort of redirects with the login page.

Might be the redirect isn't working. I have no external way to test it, sadly.
