This is carrier side hunting. I suppose really really small offices who don't want a PBX can use this functionality.
But you're right, this is not a new idea.. just new for VOIP.ms

Even if you aren't in the US, Canadians and Brits were also effected. (not to the same scale though)

Right, I recommend this service to people with one or two phones all the time. It’s simply not cost-effective set up an entire PBS for only a couple of phone. Most of the time those users also do not need this in feature, but it is a good solid feature to add to their offer.

MS is trying to put themselves everywhere. Keep themselves in people's minds.
Not to mention that they are trying to compete with Google in some feature ways, first one to mind - what you're browsing on your desktop can now flow to your phone and vice versa, just like Google can do.Now that said - I don't think the public will care.

What are you talking about? This means it will work since the backend has to be webkit.
