iLo 2 can't see remote console

I have a DL380 G5 with iLo 2.
When I connect to remote console using IE 11 (windows 10) I get this
I can see the server from my desk, and notice that when I move the mouse around the grey area, the mouse on the server moves too.
I did find the latest version of iLo for this server 2.29 released in 2015. I also updated the BIOS of the server as well. Still not working.
Ideas?

no errors about Java or active X? What happens when you try a different browser?

Since I had so much issue purchasing an iLo key for my last server (literally purchased three different things from Softmart, non of them being right), I turned to ebay.
Back then and again now, I found a person selling a certificate with a code on it. After buying it they emailed me the code so I don't have to wait for the cert to show up in the mail. Ta Da - remote access.
I guess you get next to nothing without the Advanced License in the version 2 days. At least with the version 4 on my DL380 G8 I got remote access for free, but had to have an Advanced License before I could mount an ISO from my desktop.

@Dashrender It depends on the Gen. I know Gen 8 (not sure on others) will give you 5 minutes of access before booting you off. Most will give you console access until the server is done posting.

Yeah I realized in talking to others that I did get POST access on this old G5, but as soon as the OS booted, just get the grey screen seen above. What's weird is that the mouse and keyboard commands are being sent to the system, but the CNTRL + ALT + DEL button didn't work without the license. meh.
