It's a marketing company that writes white papers on behalf of sponsors. So if MailBear wants their product to be highly regarded, MailBear can't just claim it is the best. So it hires this "marketing research" firm who works very hard not to lie, but will make a report based around the strengths of the product or only research products that pale in comparison. Gartner is super high end marketing where they convince people that Gartner itself is a research firm, rather than a marketing firm, and then get crazy amounts of money for their "research."
So MangoLassi could hire them to review online IT communities for some outrageous sum they would do all kinds of real research, figure out where ML leads (in views from Panama on a Thursday evening when it rains) the market and make a report that stealthily relies on that data to make ML look good. Then they release it publicly and call it a white paper, which it is.
If you see Gartner's name on a white paper or being quoted, run away. It means very high priced people have been employed to mislead you in very, very tricky ways.
