Converting plastics back to usable oil

Seen a random video on Facebook this morning of a Japanese guy demonstrating a machine that breaks down plastics and outputs oil.
I would like to find the source of this video sometime.
I have read about this technology for years. I have been waiting for science to figure out some method to make it not cost more energy to extract the oil than you will get out of the oil.

The source article does not specify the efficiency value of the unit. It also clarifies that this unit is not for sale, thus insinuating that it is strictly for demo purposes. It does say that they have industrial size units.
Edit: I missed the part of the article talking numbers. It is (was in 2010) for sale for $12k and they claimed a cost of 1KWH of electricity to run one batch.
The source does confirm that it uses Pyrolysis which is not new.
