Non-IT Change Management and Project Management Platforms

So something I found out yesterday was a process that one of our departments does is to export emails to .eml files for any change requests received from a customer and save that email into the job folder.
This process seems insane to me as it would require someone who may have to review these changes to later go and open who knows how many separate emails, but not only that requires our staff to be capable of exporting said email from their account and saving it to the server. (Which could cause path length issues - all depending on subject, etc).
I know many change management platforms are based around the IT and Support desk arena's but I specifically need something tailored to the customer-facing side of it.
Preferably web based with options for cloud or self hosted. Looking for recommendations

MS Project doesn't fit the actual need as it's based on having a project template that would get applied to every new project.
It's far to focused on the desktop market rather than the larger organizational change management.

It is not. Ancient and silly, but not IT.
