I almost want to create Windows 10 installation media for a pre-creators update version. .

Just out of curiosity, is this a white box that you put together, or an off the shelf system? I'm assuming onboard NIC? Do you have another NIC (USB or otherwise) that you can use for testing purposes?

Is this from scratch install of Windows 10 by you? or factory install?

Factory originally and I just restored the system as well.
Originally this system didn't have this issue, it occurred some time ago and I'm just now able to troubleshoot it.

Have you already tried booting in safe mode with networking support to see if the performance improves?

A very minimal change 22/22 rather than 20/20.

Before you rip and replace the install... look at the current driver version so you can compare it to the new install.
