It's "IT Level 2" and he's literally the top level escalation for the entire company? If so, he should leverage that into another job by Monday.
He can legally call himself the "Lead for the City of...." and that'll carry some weight.

@wirestyle22 here is a major thing... you are in the control seat here, you seem to hold the reigns. You are the senior IT person for the city. You fear doing anything, because you might end up in a worse position. That fear is handing control over to them AND putting your income at risk. The more you say your income matters, the more you are not thinking well about how to approach it.

Anyone of the 3 techs pick up the phone. We create a ticket and attempt to assist the user. If someone cannot resolve the ticket then they refer to the other people there. That typically ends up being the lvl 1 tech coming to the two lvl 2 techs for help.

In reality they should fire him and make the two level 2 techs level 1 techs and then hire people who can actually do the job. At that point I wouldn't be able to afford to live.

You need to sit down and start by defining your job. Right now you feel like you don't know enough. But you don't have a defined job role. Nor are you considering the pay scale. You cannot have a conversation about how capable you are at a job if you don't know what the job is and don't consider the level of expectation.
We know the expectation level is "NJ $50K" which gives us a rough idea. But only a rough one. L1 L3 and such mean literally nothing.
Now you have to define your role. Until you do so, you must stop having any discussion around how much you know or if you are at a proper level or whatever. That's nonesense as it has no context at this point.
Combining these two things lets you start to define you assumed level of skill.
For example a Linux Engineer at that rate would be a very different animal than a desktop helpdesk tech at that pay.

The technical side of the problem:
I think you want to take a look at Active Directory Sites and Services. Probably a mess with old/decommissioned DCs there, or replication paths not setup correctly for your domain/subdomain setup. -
