Apple iTune Backup Restore: Fails

Kids got new iPads for Christmas - No more broken screens and low memory issues. But in the process of moving from their old ones to the new ones not all the applications restored their game data.
Is there a issue with just the application or the whole iTunes Restore process?

That's the application as far as I know. They have to save it in some way that the backups will work.

Yep, that's the app. I think you can change the settings in General > Storage & iCloud Usage > iCloud Manage Storage > [Choose Device] > Show All Apps and switch it on/off from there.
