Windows 8.1 Start Menu

Looking at a client's computer, and their start menu has no tiles at all. There are also no apps listed either. If I look in C:\ProgramData\Microsoft\Windows\Start Menu\Programs I can see all of the things that are supposed to be there.
Has anyone seen this before?

I have not, but it seems like a great way to use Windows 8.1 (not at all)

Down arrow is there, but when you click it there's nothing in the list at all.

That looks like a busted profile to me. Can you create a new user and try that?

This person has issues all the time, so that could very well be it. I don't know what she does to this thing. Hence my post about telling them I can't help any more.

Well here's another issue. I can't create an account because it seems the "PC Settings" app won't run. None of the metro apps will run.

luckily there is the old school user app, if you can get into the school user applet netplwiz.cpl

Thank you. I had no idea where that went.

Well looks like I might actually have to go over there. I tried to switch users and it looks like it's stuck or something. TeamViewer is hung on a cannot display error. Suck.

Well I normally use NoMachine and connect to the ZT network I set up for them. But somehow she screwed that up as well. So this was a last ditch effort to get something working.
