Actually GMT includes DST. The only divergence from a GMT offset that the US does is that we don't do DST on the same dates as GMT. But the East Coast, for example, is always GMT -5 (except for the few weeks in spring and fall when we stay DST longer than GMT does.)
Non-DST offset it UTC. It's UTC -5 and UTC -6 that Eastern time varies between.
I'm a huge proponent of moving to global, universal, DST-free, UTC time for everyone. I believe it is the only rational solution given the need for global business.
