You can setup GPO's to produce results like this (banning macros) - check for them (dont remember what they're called)
Essentially they setup the security levels in Office.

After that, admin privilages - are you logged in with the same account for all of this?

zip the folder and password it? this will create lots of other fun problems but it would solve your immediate one

Gaming in 1080P goes like this: All graphics settings to maximum, Frame Sync@60, game all day at 60FPS

Gaming in 4K I can get decent midrange graphics but 30Hz really pisses me off. Far far more than I thought it would.

No personal experience but from what I've read the machine is 50% of the equation. Other half is being proficient with the CAD software / design tricks they use. Go get some of the CAD files and play around with them a bit, I think the software (in some cases) is free.
