a trace route would give you more information as to where the packets are getting dropped. Have you checked to see if DNS is actually resolving it as well?

Well if it can be pinged, we know that the traceroute will be okay and that DNS is resolving.

Check the proxy settings, they affect only the browsers and not other functions (normally.)

I read it as can't be pinged on my phone.

This. I see this a lot. Reset IE but don't delete personal data.

              For IE
Go to Internet Options > Advanced > Reset... > Reset

              For Firefox
Enter this in the address bar with nothing else "about:support" > Refresh Firefox...

              For Chrome
Go to this URL: chrome://settings/resetProfileSettings > Reset browser settings

For more reference, see here: http://www.howtogeek.com/171924/how-to-reset-your-web-browser-to-its-default-settings/

Did you look at the proxy settings to make sure that they are clear?

Then reinstall, this suggests that you have been hacked.

How does this related? This feels very out of context.

What is a "Word file of about 40" mean?

Not as much as it is confusing me. Where did the statement come from? What prompted you to say it?

Okay, that makes a little more sense. But what does this have to do with the Internet Issues?

                                          Might be many things wrong.

What user account cannot delete the files? Are you not the administrator?
