What does Internal Error: Missing Template ERR_CONNECT_FAIL mean??

Have a issue I cant figure out. Sorry if I confuse anyone..
Let me go back a couple months, I had a couple users ask how come we can't access coupons.com (I know its not work related, but its a small thing). When I checked, I was getting the error Internal* "Error: Missing Template ERR_CONNECT_FAIL"* So I checked with coupons.com, and they said we where not blocked or anything, so I tried for several weeks to see if I could access it, never could.. Today I try and I can.
Now for my current problem.. We have a software vendor doing work (which I don't trust, but have been over rode, and have zero say, and may start a rant about them)) but anyways, they asked to have a sub-domain set up, which I did, and I opened up on the firewall (Cisco-Meraki). Accessing internal thru internal IP or fqdn (10.0.x.x / name.domain.local) works fine. When I access off site or on my cell phone it works. When I try access on-site, it gives me the error *"Internal Error: Missing Template ERR_CONNECT_FAIL" *again.
I have no clue where to begin.. anyone have any ideas why this error happens to come up? Please let me know if anyone needs more info. I am trying to access sync. hieholdings . com (with no space, and there is no hieholdings . com site..

My understanding is that that error is generated by your browser itself. So the browser is telling us that there is an Error and the Connection Failed. Now why the error is a Missing Template, that has me stumped. I might be wrong here, I've been searching on it and boy there is very little to go on.

The things that seem like they might be the culprits, or the most likely culprits, are...
- A firewall blocking something that is used by the site.
- An AV package mangling the site.
- A proxy server messing with the site.

On my phone, when I am on internal company wireless, I cannot access. I get off and onto 4G, I can access it.

-Firewall, we don't block anything (not even porn).. most of its default settings. since I cant get a real AUP approved. I will double check. Only know malware sites are blocked and other small thjings, but i usually get a different message.. I will try remove any blocking to see if that helps
-AV, we have none.. Vipre Expired last September with no approval to renew.
-No use proxy. never had time/ nor really cared to re-implement one since I cant even get AUP/etc. -
Well all of that "should" make it easy to track down.

Could be malware, of course.

Unless it's malware/viruses causing it since you don't even have A/V.

using Cisco-Meraki MX80,
for Content filtering, only things blocked are "Confirmed SPAM sources", "Malware Sites", "Spam URLs". and "Spyware and Adware"
for security filtering, Malware and Intrusion detection and prevention powered by Sourcefire are enabled. I just disabled them to see if that is the problem,

I have malwarebytes and free av on my machine (shhh.. dont tell anyone). lol I will run scans again, but I tried to have other people access site and same thing.. Also when it was coupons.com having the problem, it was all machines I tried on, but now it works.. and I never change anything.. so I am more confused.

That's only free for home use.
hence why i said "shhh..dont tell anyone".. I am very well aware of that.. dont even get me started on that part.. put it this way, that is only 1 of the reasons I am done with this place and am currently looking for a new job and may possibly move to mainland. SAM knows some of what we have been thru, and if you know me from spiceworks, and remember my NT4 crash several years ago, yea.. lol..

Is it still having the problem today?

What OS are you using? Could it be a Window's 7 issue?

I'd still run Fiddler. It should help you find out what's going on.

yes, I am going to contact Cisco-Meraki to verify nothing funky with their router. I have another issue I need to address with them anyway

Not only 1 machine, happens on cell phone to.. so not pc related
