My mother cannot do anything with fractions. To her 1/3 and 1/4 are measuring cups nothing more. She knows the 1/3 one is smaller, but I bet she would answer like the meme image.
I would believe it to be true because I have no faith in the general American education system.
My kids may be in public school, but that also have supplemental school work in Japanese that we subscribe to from Japan. They also go to school IN Japan for 4-6 weeks every year.
