In the US it seems common. Must be at least 25% of public toilets do this. It's awful. They just flush and flush. So annoying and wasteful.

@thanksaj that is the plan. Change.org wants me to speak there if possible and we are scheduling our travel around it.

Yeah, they are trying to get me to London too, although we will have to see about that. Andalusia to London is not as close as people imagine.
