Will setting this require a password at boot or only on occasions when one wants to change grub config?

When it's booting and you want to modify the boot parameters. It's not for changing the grub config normally after the system is up and doesn't show up in boot unless you want to modify the boot parameters.

Like for example adding rd.break at boot.
