Start with verbose logging on the server to see if anything stands out.

What else is installed on the RDS server? There might be other applications using windows internal database. -
Also, the database is just a version of SQL Express so you should be able to install SQL Server Management Studio and connect to the WID. Perhaps you can find out what the database is actually doing that is slow and that way find the problem.

What else is installed on the RDS server? There might be other applications using windows internal database.Nothing that we know of that should have access to it. There is some print serving from that machine, but AFAIK that doesn't use that (and it is just serving printers locally.)

So are you using this server as an RD Gateway? and is this the Embedded SQL Database for the RDS Broker?

Perhaps this is a SAP thing. My RDS VM that supports about 25 users uses either 0% or 0.1% CPU, and about 175mb of ram. I am using this to publish our ERP client as an app to my users, and they are only accessing that app, not a full RDS desktop.
