So if i'm acting on behalf of ClientA, where/who can I buy those licenses from?

Always the client for VDI, VL and Enteprise.

Okay, let me rephrase...If i was an employee of the client and it was my job to buy the licenses, where can i get VL or Enterprise licenses from? Can I call Microsoft direct or can I buy from a partner or vendor distributor?

OH, sorry. You buy from whatever Microsoft vendor you want. Any MS reseller - that's all that they sell as MS doesn't have physical products (not real ones, anyway.) CDW, your local MS partner, whatever.

I'd argue with that... They sell Xbox.

Resellers don't have access to that. It's a different channel.
