Outlook Calendaring question

We are starting to use our internal calendaring more, unfortunately staff have no idea how to use it or meeting invites, etc so we have all kinds of issues.
The latest issue is that a person sent out a meeting request to a bunch of people, those people saw the email but did not Accept or Deny the request, instead they simply deleted it.
Now I know that Outlook puts a greyed out notice into your calendar when you get a meeting invite that you haven't responded to.
What's odd is those greyed out notices are still there even after the user deleted the notice without responding Accept/Deny.
Is this the normal behavior? This definitely seems counter-intuitive. I would expect Outlook to removed the greyed out noticed once the email is deleted (and yes it's deleted from Deleted Items as well).
What is the best solution for this? Should the original sender remove them from the meeting, save it, then re-add them and send again? Of course this will generate two more notices for everyone on the list (I think).

It stays on the calendar until I delete it there for me. If the create cancels the meeting it will also send a cancellation notice to all the invites and should remove it. Also you can change the time and have a notice to accept sent as well.

They are marking those meeting requests as tentative automatically
you can turn this Automatic off
File - Options - Mail - Tracking - Uncheck Automatically Process Meeting Requests...http://www.msoutlook.info/question/do-not-automatically-accept-meeting-as-tentative

I definitely don't want to turn off auto tentative settings. In this case it was helpful.
Together the user and I found out that if the original message about the meeting was deleted, yet the tentative meeting was still in the calendar, you could click on the meeting one time (don't open it in it's own window) and then the options to accept or deny it appear a the top.
When I looked at the options when double clicking on the meeting, opening it in its own window, the option to accept/deny were not there, though this might have been related to the fact that the meeting in question was a weekly reoccurring one.

@Dashrender Well that is to be expected...always some sort of weird Outlook stuff like that. I've had this issue in the past, good to know about the single click vs double click for this issue. Hopefully Outlook 2016 will address this, but not holding my breath!
