Scott the trouble (as I understand it) is that even the user he created doesn't have root access.

Appears to be a corrupt sudoers file, take a look at the following link.

@tiagom I used 'pkexec bash' command where the root login done now

@Lakshmana Now I am able to login as Root user but unable to change the paasword.
I have provided the ssh port as 22 but the vm machine is not able to take the putty session in the windows 10 machine.The ip in the ubuntu is able to ping but network "Connection Refused" error is coming -
Is it installed?

On Ubuntu run.... netstat -tulpn to see if port 22 is listening.

Might need to boot into single user mode and fix /etc/sudoers from there.
