      The windows 8 machine is tried with uninstalling by regedit,host entry,system32 any other method

        You're not understanding - you can't install IE 8 directly on Windows 8 or 8.1 it can't be done.

        You do have a few choices.

        As I mentioned before you should try compatibility mode first - google it, there are tons of options.

        additionally, you could install VirtualBox and install Windows 7 inside that, and the default that it comes with is IE 8 - and you're done.

        of course legally, you'll need to purchase another Windows license to do this.

          But the user needs here to install in it for his URL access.He is informing us to do that now

            Uninstalling isn't the issue. It's installing IE8 that is the hard part.

              This is essentially what we did for testing purposes for our web sites:

              We used to use the multiple IE installer, but AFAIK that only goes up to IE6 or 7. This may work, though it's clunky as heck and unless it's an IT-centred user, they'll probably hate it in some way.

                          LOL - so you're going to reduce his whole security profile and roll him back to Windows 7 to solve a problem for one website.
