New York, Louisiana, New Hampshire and Minnesota residents may soon need addition ID, such as a passport, to fly even domestically in the US as soon as 2016: https://uk.news.yahoo.com/real-id-act-us-travellers-211815575.html#oqXiLdB
The reason is simple.... those four states currently have ID cards that do not meet the minimum security qualifications of the Department of Homeland Security. NY and Minnesota have Enhanced ID card offerings that do meet the qualifications so are only semi-affected. Those states have the option to fix this, obviously.
@AVI-NetworkGuy and I were discussing this and were trying to figure out what was prompting the change.

@scottalanmiller Ah, so it is based on residency and not origin\destination. Interesting. I wonder what the other 46 states' agencies are doing, security-wise, that meets or exceeds DHS qualifications (and what those qualification actually are).

It has to be something around the security on the license itself or something with the verification that they do before getting you the license. I know getting a license in TX or NJ is far harder than in NY, so that might easily be it.
