I had that issue before. If it doesn't work on gigabit but works on 100 there is a broken connection on the blue or brown pairs.

Running them isn't difficult either. You can run the cables, or do what i did which is to make friends with your building maintenance and ask them for help.

I have some pretty old machines in production atm and rarely do i have to replace drives. Maybe two or three a year tops.

Can SCADA system speak I2C?
Way i see it is you either stuck implementing the protocols used by SCADA systems, either by writing custom drivers or modifying you existing firware on the uno/nano/Pi. Or writing your own system. Regardless both are not plug and play.

Long thread for me to go through on my phone.. But another option since you mentioned vb.net that may have already been mentioned is to publish it as a clickonce application. I use that on a project and it works well.
In my case Click once does not need administrator right to "install" and handles updates automatically.
