File Screening Function on Windows 7 or 8

Is there a possibility of using something other than Windows for this function? Windows 7, 8. 8.1 and 10 will have 20 connection limits on SMB connections (which does even less than it sounds like) making them generally pretty useless as file servers.
In a case like this, where you need a file server and do not have access to a Windows Server license, it is generally recommended to look at a Linux option (OpenSuse, Ubuntu, CentOS), OpenSolaris or FreeBSD - all of which are free and make very power file servers.

I've honestly never seen anyone use file screening before! A very rare feature (I think.)

This is not a common thing to want to do (I mention this because already this discussion on ML is a first page hit on DuckDuckGo, which is a pretty major accomplishment for us!!)

From everything that I can find on TechNet, this appears to be exclusively a feature of Windows Server.

What is your actual goal? The technical feature you want does not appear to exist. So let's stop back and look at the goal, which should not involve a solution like this, we need to know what success looks like so that we can figure out an option.
Linux "can" do this by removing files of the "wrong" type on a regular basis.

my goal is filtering any files that will be save on my disk .. so only office files only .

That's the technical solution I'm trying to avoid talking about. That's your solution, but we need to know the goal that this is the solution to so that we can figure out what to do. Since the solution you've chosen doesn't appear to be an option, we need to figure out how else to meet the goal.
For example, why is someone saving files to your disk? Let's start there.

i have pc that used by some my friend to save our grup project, few month ago .. i just know, that disk is full. im curious what make it full. after check .. many of movies and mp3 stored there ... i need to denied that specified file .. just some xtension of file.

I wonder if your PC was hacked and being used as a storage location on the internet, possibly for illegal downloads?

You could just make a script to delete that stuff. Why are your friends putting movies onto your desktop? Why did you need to share your desktop instead of using a file server? I'm still not understanding the goal or purpose. I know what you did and what you wish that you could do but I need to understand the actually goal to know how we can attempt to solve it.

I had a client purchase software that could do this about 12 years ago. His goal was to prevent wasted storage use.
Many people we saving pictures and music to their user drives so they could have rotating wallpapers, listen to music without using a CD, etc.
Back then the My Documents contained everything (music/photos, etc) and those were be redirected to the network. They choose to purchase this software to prevent the undesirable files from being saved to the server, which in turn would remind the user that they had to save them locally to a non standard folder.
