I am having one server where I have installed the Ubuntu Server 14.04 LTS which was in Command Line.So he needs to access in GUI and there is no internet connection now.I need to download that package in another system.
What is the link to download the GUI desktop for Ubuntu Server ?

There is no "link to download the GUI." You need many packages for this, potentially several hundred. The easiest way to figure this out would be to build an identical system that is on the Internet. Then do an "apt-get" for the GUI that you want. Then list every package that it tries to download.
Then manually download all of these and transfer them.
But why not just either put him on the Internet or download an installation disk?

I haven't personally tested this. I would advise you to first check this on a test server, see if everything works and then do it on the server

I have found and downloaded the repository files .deb from websites. But now I need to make the local repository and install all the deb files by just giving sudo apt-get update
