              @scottalanmiller OK PLease wait.There are about 40 files of docx is present in C drive of the system which was not able to delete since it is not the user files. there is no error came in event viewer also

                Okay, that makes a little more sense. But what does this have to do with the Internet Issues?

                    Might be many things wrong.

                    What user account cannot delete the files? Are you not the administrator?

                          Also look at the ACLs and the attributes of the files to see if they are protected in some way.

                              @scottalanmiller The file cannot be opened and the error while deleting the file is that the file cannot be deleted from this system is shown.When I scanned with antivirus no virus found is shown

                                            You probably just need to take ownership of the file, if you have UAC enabled you really don't even have admin rights to the files either so unless your specific account is listed you get denied some rights if it's admin only rights. Which is why I always do this on file servers: http://clintboessen.blogspot.com/2013/05/you-dont-currently-have-permission-to.html
