Regional/Language/Date - GPO

I have a DC running Server2012 and then a domain joined Terminal Server (2012) which is used simply to deploy Excel as a remote app.
Our users open Remote Excel from their local computers.
The problem I have is the date/region format is set to US and I'd like it to be UK.Ive changed the settings on the server to reflect this but when users use Excel it still shows the US version.
I then logged onto the server as a user and noticed it was set to US and when changed to UK, his Excel worked with correct format.I dont want to have to change this for each user individually so want to do it using a GPO if possible.
On our DC, I have tried this way: https://technet.microsoft.com/en-us/library/cc754020.aspx with no luck.
Can you guys help me deploy a Group Policy that will set all remote users time/date/region format to UK settings?

Have not tackled this with Group Policy before, I'm afraid.

Is the user preference policy being applied and just doesn't seem to take? What are results of gpresult /r
Do you want to do this for all your RDS users, or are there some that prefer the US format? If they all want UK, have you tried changing the setting on the RDS server, and not just in a user session? I think you would just change the date/time format there to be UK on the RDS(as admin) -

yes, i'd like to apply this to all remote users.
Note: the users ONLY use Excel as a published remote app and its the Office/Excel date format that is in US when we'd like it to be UK.Yes, i have changed as admin on the RDS server both the server time/date/regional settings and also Office Language settings.
I'd like the GPO to apply to ALL & ANYONE who logs onto the server or uses the remote app Excel.
