Well I don't know if it's new.. but the mods are finally starting to move some of the stupid questions there. It made me laugh a little.

Yeah, that forum was created a while back. IIRC, it was made because there were a lot of complaints of poorly asked questions being nuked. The one-liners, border-line home user type posts etc.
Even some homework questions are moved there now.
