Because there is no switching taking place. The devices simply ask for a dhcp address, and go. All switches are hubs, so a basic unmanaged switch.

My guess - a confusion between switching and routing.
Probably wants a switch, but is calling it a hub, not realizing that a hub is a specific thing that sends all traffic out all ports (layer 1).
In this case, either would probably work, but hubs are limited to 10/100, so if you want Gbit, you'd be hosted

That's true, the GBit standard prohibits hubs.

But a switch can also have router functions built it, often called a layer 3 switch. These switches have some smarts, enough to route traffic between two or more networks.
THat acutally makes it a multi-port router.

I need a switch to act as a basic hub. It's doing nothing but passing network to a few other devices.
I suppose you could set a switch to broadcast everything to every port. Why would you ever want this, though? What's the goal?
