There is no such thing. FCC has very few things with regulation on SIP.

One of my co-workers received a random cold call (that he let go to voicemail) from these guys wanting to offer a "partnership" for referrals.
Sorry dude, not happening.

SIP has no dial tone unless you have the phone or PBX supply it to make people feel good.

Yeah. I know we have always added cause they (end users) freak without it. But there is nothing related to the FCC about it.
