Need help finding a website connectivity problem

Situation: Users cannot load any sites related to Shipping Exchange.
Sites: http://eshipping.biz - http://eshippingexchange.com - https://tms.eshipmanager.comKnown:
DNS resolves correctly on site.
All sites load perfectly off site.
Site is on CenturyTell DSL (pppoe)
Site hasan ERL
Primary DNS server is an SBS server across a VPN link.
Main site where the SBS server resides can access all webpages.
ERL settings are the same barring the WAN connection and LAN subnet.nslookup

So this is all users at the site? Do you have a laptop there to see if you see the site correctly or not?

All users on site. including a new device i just shipped to them from my house where it did load.

How long has that machine been there? How long has this been an issue (that they know of?) Did this used to work and suddenly it does not work? Or did it never work? Or did they never try it?
Obviously malware is an option, but a weird one. What a strange thing to block if this is malware related.

Just to be sure... there is no proxy on site?

Can you ping/wget the 23.101.118.145 from on site?

Have they tried different browsers other than the normal one(s)?

I have used Edge, IE, and chrome on WIndows 10.
I have used IE and Chrome on Windows Vista Business. -

pings do not work from any site.

- ISP?
Whatever it is, it must either be on the LAN there or on the route (public DNS?). If that even makes sense, what about a traceroute to see what the traffic hits on its way out towards "the site"? If primary (local) DNS resolves, something must be redirecting the path between there and the destination, right?
