What kind of CPU cooler is best? Are there certain specs we have to make sure it has?

For all those PC Gamers, what would you consider good Specs to build a PC? The budget is $1000.

I would like to know what is the best options for:
Processor
Graphics Card
Motherboard
Memory (how much?)
Storage (is it better to run a raid?)

Any advice would be great!
