From personal experience, have you double-checked the BIOS settings? I've seen Dell BIOS on those generation of servers flip from UEFI to Legacy (or vice-versa) after an update. I don't suppose that the server has an IDRAC enterprise with the lovely remote console that you could use to work some magic?
From a diagnostics perspective, you could possibly get the remote hands to boot a live linux from USB and run team-viewer host to get access to the HW and data if not the OS. -

If your hardware supports it (Dell PE gear with IDRAC for instance) you could have it syncing with an NTP source as well.

There aren't too many agentless ones out there that I'm aware of, but if your environment can tolerate an agent then you could look at GLPI in combination with FusionInventory. OCS inventory can also be used on it's own or in combination with GLPI, depending on your needs. I can't speak to the ease of installation or running either server on Windows, but it should be possible if running on Linux is entirely out of the picture.
