      @NerdyDad thats how our colo is. The rent includes security (keycard access to DC, combiantion access to rack), rack, power feed, and Internet. Oh, and basic PDU's. We wanted more advanced PDU's (remote management and monitoring) which we could either lease from them or buy ourselves.

      He could try changing apt to use ftp instead of http in sources.list

      Because testing everything before upgrading to 16.10 is more work than I have time for right now.

      Upgrades get harder and harder as you get more versions behind. 17.04 is less than two months away. Just keep in mind that the easiest process is updating on a roughly six month cycle with Ubuntu. It's the least chance of things breaking.

      So does the host file system (NTFS) not manage the partition the VM file system is on (XFS)? Is that why @scottalanmiller is saying to separate the two? i'm a little confused how the two interact or if they interact directly/indirectly.

      The VM's storage is just files. Literally each individual file system in the VM is a file on NTFS or ReFS. So from Hyper-V we see a series of files. To the VM they are normal disks.
