I thought that law was only for the UK. Not sure why a US based forum would need to consider that.
Any company which has customer data from the EU should abide by it. I believe it isn't enforceable until 2018 for EU companies and 2019 for Non-EU based companies
Not enforceable ever for non-EU companies. That breaks international laws right there.
The only reason it applies to companies like Google for example... is because they are actually an established company in the EU (and most other countries).
Mangolassi, for example, would be a US only based company. So it wouldn't apply.
But imho, just because you don't have to, doesn't mean it wouldn't be nice to offer the courtesy.
Sure, and people have that, they can just rename their accounts and poof it's taken care of.

The account name is the only possible piece of exposure. If you don't use your real name there, then nothing exists.
