Is putting the antenna inside 3 cement walls, cement roof with metal shutters in front (to be closed during a strong hurricane) viable? Just fishing for the idea here.

Category 5 Hurricane DSL Antenna
Is there a way to build a receiving antenna for the island DSL that can withstand Category 5 Hurricane wind? Our antennas for DSL are all gone after Irma. Only left standing is the cement walls. Roof, antenna and equipment are gone. What are my options to minimize expense and faster service recovery after Category 5 Hurricane?
I cannot control the ISP sending antenna side but I'm hoping to improve the island receiving end to reduce headache if possible.
Job interview Skype Call
Recently i have a job interview via skype call. At first they told me that they will initiate the call so I waited. Then the agreed time passed and they emailed me to initiate the call instead. I prepared my home office with correct lighting my camera position and I wear my tie.
Then i initiated the call but I hesitated and press call only instead of Video call. I said to my self that they will initiate the video call if they wanted. The interview started and all parties seems happy. After the call i felt i wasted my preparation for a video call only to know its just a voice call. Or i made a mistake waiting for them to initialized the video call instead of me initializing the video call?
What is the protocol when they said Skype call? Does it mean video call or i need to confirm it with them to prevent guessing. I might get few more interviews so I need to know what the protocols or practices as I don't want to sound like clueless.

I'm asking how will i incorporate a consultant in the management of the servers since the local IT can handle it. The management thinks that the consultant should be involve even local IT can handle the day to day. Should it just be support when requested during outages or there's other practices?

What is the best practice on IT consulting / Manage Service with regards to below (other part of infra not specified is already contracted to consultant)? Local IT Team is capable of doing the day to day operations and management needed for all of the below. Where should a consultant fit it?
Environment is 100-120 computers/laptops, 10-15 physical/virtual servers, 150 users
Domain Controller Management, VPN, Firewall, WIFI system and network, Office 365 Management, File and Print Services.
