Exactly. Think StackOverflow as a perfect example of a competitor. Something like Microsoft's forums; however, would be fine as they are not really a competitor. Basically just use common sense. No one is going to berate you for posting a genuinely useful link, but do bear in mind that EE doesn't want to loose business by directing all its clients to competitor sites -

Do what I do... state that there is a source and state that we aren't allowed to link to it. Nothing is more damaging that making it public that they are so scared that they can't let their members find out about other communities while giving them the opportunity to allow us to link. They can stop that anytime that they want.

References to other sites (at least for reference and citation) are totally allowed. You only limit those links when you are not open (manipulating the results) or in fear (don't want users to know.)

Except for ML. Because it's not about fear and control. It's about the conversation and the conversation is most valuable when it is open and honest.
