How do I get theses off the wall?

There locked. Called AT&T and they said they don't want them back, but refuse to send someone out with a key.

Assuming you don't care about the box, use a dremel around the lock or hung, then pry open, then remove whatever is hold them there.

Yeah I'd use a dremel drill on the lock.
And then inside of the case there's likely a screw in each corner.

You can pry the covers under the lip easily or use tin snips, heavy duty cutting pliers
Also the keys for these are fairly standard if you have one for and of the telecom pedals/boxes
Make sure it's disconnected from your [telephone] network interface box before you remove it. Otherwise you might get a shock they have transformers that run off the telephone line voltage

I'd go with a drill or a Dremel.. Drill the lock or cut the hinge.

Yep, Very easy. Westell makes these Sonet/TDM boxes, the locks are more for looks than anything. Some of them even use plexiglass fronts so you can see the cards.

Pry it open as said above, or alternatively hit the top of the door with a hammer at an angle away from the box to knock it open.

a Stick of C4 explosives would take it down too

These aren't generally built that well. I screwdriver with a solid core is enough to pry them open.
