Cisco Jabber (CUPS) Interclustering

Any ideas what would cause this? One end connects the other end doesn't want to yet it can ping the other, and the user/pass and permissions are correct.

And I got that part fixed.. Now I need to fix the Incompatible peer which is apparently due to an issue with a user location table. Of course there is no documentation from cisco on it.
