Weird laptop problem
HP Pro Book 4545s is the culprit. Battery would not charge, ordered new battery. with new battery, I get the plugged in, not charging message. I've updated bios, deleted the ACHI devices under device manager, made sure all drivers were up to date...still no go.
here's the weird part, when the battery is plugged in (new or old) the fan never kicks off, and the cpu consumption goes to 100. anybody experienced this before?

Check the power adapter... Are you sure that is the power adapter that goes with the laptop? It could be on its way out...

If you swapped the battery, then I would highly suspect either the power brick or more likely the laptop itself has had a failure in the charging circuits.
The power brick is definitely the place to start but, the fact the fan runs continuously makes me think it may not be the problem.

I would agree. Seems likely that it is something other than the power supply if the fan is part of the issue.
