True, but this isn't meant to host a WordPress page, but have a dev environment that you could make changes or design one, then export the XML and re-import on your actual hosting provider's instance. So for a pure dev setup, this is done in less than a minute or two.

Is this an itch that needs scratched? I've support WP for nearly a decade and never lacked access to it before. Is this a challenge that people have of which I am just not aware?

It's not really about a lack of access, it's more about just having a ready to go dev environment quickly. You leave your live site alone while working with a backup copy in a test environment.

How quickly can you have a dev environment setup? The referenced installer is done in about 2 minutes, fully functional and if you use it with dropbox, the dev environment follows you anywhere you can access dropbox. Need another one, just run the instlall again and give it a new folder name. Done.

Five minutes or less and it is persistent and can be used by the while team, shown to approvers, etc.
