That's what I get from this. The argument seems to be that the un-annotated law is "freely" available. But the annotated one isn't as annotations are subject to copyright. Guess which version of the law is the official one?

Granted, I know that means forcing politicians to spend road funding on actual roads, which is apparently the difficult part.
