NodeBB created tags not showing up

It seems so counterintuitive. I want to seed my forum with some tags so I go to manage->tags and create tags. But these created tags do not show up in the tags section nor do they come up in auto-complete.
It takes a topic to make the tag visible to users.

Is there any workaround to make created tags visible?
