SAMIT: Is Open Source Licensing More Secure?

With the recent SolarWinds and US government security fiasco, we have to ask: could open source have made a difference in the attack vector used and is open source potentially more secure as an approach? Is the government simply not taking security seriously, should they learn more about source protection before choosing vendors?
