Now, that said, of course there are times when issues arise and you need to test the line and then call support and have them fix shit.
But again, if you cannot trust a test through your router, the problem is you, not the ISP.

This is highly unlikely to simply "just work"
What type of service is it? Coax? Those bind to the MAC address of the hardware. Typically needing a reboot of the modem when you change what it is plugged in to, even when cloning a MAC.
Fiber service from a telco? Odds are their hardware only works with specific configurations of the NIC. Typically 100mb full duplex. If you leave the hardware on automatic, it does not work correctly.

Last I knew, it does not have a capability to do this. To do something like that requires more RAM than most devices like that have so the test would be difficult to perform there.

Let's start with this. How did you test and what results did you get? And why do they not make sense? And what did you expect the results to be.

For starters this are the limits of your model
Now do you have anything of that enabled?

Fortigate dashboard shows we are using 40MB and spikes to 80MB. When i test my laptop directly connected to ISP i get 15MB download / 80 MB upload. I'm expecting to get near 100MB as thats what we are paying for.

That tells you that the laptop has something limiting it. If the Fortigate can push more than that, then something is up with the laptop.

That's not a logical assumption. I'm not sure why you associate the two, or believe that there is a cap. But none what you said should be derived from what is known, assumed, expected, or observed.

First, we have to assume that there is no cap. I'm not sure where the idea of caps came from, but there is no reason to expect any and the tests tell us that there almost certainly aren't.

Second, we know from the FortiGate measurements that the line is working just fine. Maybe it doesn't get to 100Mb/s, but it almost certainly does because you are getting so close to the correct limits under normal load. So we can just assume that the line and the ISP are doing what they are supposed to do.

You should be OK with a laptop for these speeds.
I'd suggest trying a linux install with iperf3. You could try iperf3 on Windows but my recent adventures with it have shown that iperf on Windows is garbage, vastly inferior results when compared to the linux install.
Other thing to consider is your AV and security stuff on windows... might have to tweak exceptions or disable it (temporarily)

A laptop, yes. That's not the point. The issue is something with this particular setup, laptop or whatever, can't get the speeds so testing with it doesn't tell him anything useful.
