I found it annoying to troubleshoot a simple windows application on 2019.I've never seen this and I run Windows 10 on a lot of machines.
Try rebooting?
You may have a one off, and need to reinstall the OS in MY opinion. -

misconfigured no, possibly a damaged OS though. That or hardware related issues.

Never seen this. I think you have some configuration problems. This is not a general Windows 10 issue.
Seriously? Not super common, but I’ve definitely dealt with this enough to be familiar with it.

i installed explorer++ and the user where able to access their files.

Interesting, have not seen that tool before. How do they like the Explorer replacement in general?
